Historically, corruption has begun to occur since the days of the ruling empire in Indonesia. The most common causes of corruption are feudalism and materialism. Feudalism is a system of power based on status. However, status is not a guarantee of power and wealth.

It is very different from the bourgeoisie in Europe which they are made up of highly educated and have big capital. Feudal people need support so that power can survive. In Indonesia, still embracing such patterns, this was evident during the presidency of President Soeharto. At that time, corruption is very merajarela either centered to the remote areas even in our homeland, including in Aceh.

In terminology, corruption is the misappropriation or misuse of state money for personal or other interests. Explained in Article 2 of Law no. 31 Year 1999 jo. Law no. 20 of 2001 "Any person who lawfully breaches the law enriches himself or others, or a corporation that harms the finances of the state or the economy of the country".

Secara historis, korupsi sudah mulai terjadi sejak masa-masa berkuasanya kerajaan yang ada di Indonesia. Faktor penyebab korupsi secara umumnya adalah feodalisme dan materialisme. Feodalisme adalah sistem kekuasaan yang didasarkan pada status. Akan tetapi, status bukan jaminan sebuah kekuasaan dan kekayaan. 
Hal tersebut sangat berbeda dengan golongan Borjuis di Eropa yang memang mereka terdiri dari orang-orang yang berpendidikan tinggi dan memiliki modal besar. Kaum feodal membutuhkan dukungan agar kekuasan bisa bertahan. Di Indonesia, masih menganut pola-pola demikian, ini terbukti pada masa kepemimpinan presiden Soeharto. Pada masa itu, korupsi sangat merajarela baik dipusat hingga ke pelosok daerah sekalipun di tanah air kita, termasuk di Aceh.
Secara terminologi, korupsi adalah penyelewengan atau penyalahgunaan uang negara untuk kepentingan pribadi atau orang lain. Dijelaskan dalam Pasal 2 Undang-undang No. 31 Tahun 1999 jo. Undang-undang No. 20 Tahun 2001 “Setiap orang yang secara sah melawan hukum melakukan perbuatan memperkaya diri sendiri atau orang lain, atau suatu korporasi yang merugikan keuangan negara atau perekonomian negara”.
