Hard Fork 21 was implemented and now it is the time to review its impact on Steem as a blockchain and also as a social media platform. I think it has done nothing commendable for the price of Steem so far. We are suffering from the low price of it and also our payouts and rewards have declined much because of it. Also, I have felt that the number of posts on dpoll has decreased after HF21. Do you agree?

Not just/only the dPoll posts, but the posts on the Steem blockchain in general has decreased/decreasing, because the rewards has decreased/decreasing. Along with the price of Steem, and with the upvote values.
Let's be honest.
People are doing this (being active on the Steem blockchain) for the money.
Less rewards means less activity. No one like to put hours of work into their blog posts just/only for a few cents. Some people (sometimes even including me) are even fighting to reach the payout threshold ($0.02) with their blog posts, in which they put hours of work and effort. Not just/only the upvote values are low, but also the amount of real, human comments in general. A lot of people rarely (or don't even) receive real, human comments. Looks like most of the people are still focusing on content creation, and still almost no one cares about other people's posts. At least in the plankton/redfish and in the most part of the minnow user groups, in which currently stays the majority of the Steem blockchain users. The Steem blockchain could be a very good place, but the selfishness and the greed of many people are ruining it.
No wonder why the user retention of the Steem blockchain is so bad.
