They are not lying when they say "safe and effective".  Their experiment is what keeps them SAFE by EFFECTIVELY eliminating forces that would undermine their power.  They see those who oppose their evil ideologies and practices as a threat to THEIR democracy and will do whatever they can to ensure that any ideas of dissent would be considered a thought crime.
