I don't think the solution is as simple as genetic manipulation. Because there are more causes of psychopathy than just the genes.
Some life circumstances can force people to "turn off" their humanity or empathy, it also happens to give them a motive and an 'inspiring" story, a vendetta
and unfortunately, humans seem to be drawn by psycho leaders, so if they don't find natural ones they settle for life-made ones
And honestly, it's hard to tell which are worse

Master and slave is a relationship, you can't have 1 without the other. The people being manipulated by the psychopaths are an as much of a problem as the ones pulling their strings.

Both parties share a moral culpability to resolve the issue as one could not exist without the other.

I would disagree about calling it evil, as expressions of duality are not interpreted the same by many cultures and referring to psychopathic behavior as evil would just dilute the dialogue to the baseness soul unable to hold a significant meaning to people as they engage in the extremely complex nature of the Hegelian Dialect.

Deception or deceit could potentially define the role the psychopath is playing, but thats only 50% of the equation.

What builds conscious in humans ? 
Hmmmm ? don't really know for sure .
But what if we take a little sea turtle , take it as an egg from the nest and raise it up in perfect safety . When full grown we release the lucky bugger back in to nature . I bet you it will become a little dictator with no respect or mercy for anything . 
For it never felt small and humble against it's environment . Will this creature survive released back in nature , some will end in jail for attacking a shark , and some will rule there territory with brutal force while learning whom not to mess with . Build some kind of evil conscious while they proceed in life . A conscious far from what nature would build if the turtle had to crawl the beach while under attack of seabirds . 
Evil it is , as some say , the Earth is the real hell where evil thrives and the devil does his biding's . ;-)        

There's a sociopath on youtube who gives lectures on how to deal with his type. I'm not sure how closely related the two are, but, if I recall correctly, psychopaths and sociopaths have similar traits. The guy's name is Prof Sam Vaknin. Unfortunately, one of his techniques is to treat the behavior in kind, except to do so at an intense magnitude. The tactic allows their ego to feed off the negative energy, and it also gives them a quick moment to self-reflect. I suppose something like that could prove dangerous if used on a violent psychopath.
