Just like the reward pool where new STEEM is deposited to be claimed by authors and curators I am proposing that there be an upgrade to include a Sign Up Pool. This proposal simply would allocate a percentage of the new STEEM created in each block to a smart contract run on the blockchain. This contract would govern the delegation and revoking of STEEM POWER to and from new users.

# Requirement of referral to reduce abuse
In order to ensure new users can not just create unlimited new accounts a referral system should be created built into the smart contract. This system would ensure users to first get a referral from a known steemian that no longer has any delegation from the Sign Up Pool.

If a member begins to create a chain, every member but the top of the chain can be punished (this ensures an innocent party is not harmed by an abuser using their referral link to create abusive accounts) be the smart contract revoking all their delegated STEEM POWER.

By utilizing a referral process for new members we can ensure that no one is able to create an unlimited number of accounts and drain the sign up pool. If a single member were to create a huge number of fake accounts that generate no earnings the smart contract along with the steem community could have rules and identify and revoke all delegated STEEM POWER. By doing this we can ensure friends and family we want to get signed up can join within 5 minutes while the abusers can easily be removed with no cost to the system!

# Automatic Revoking
If a new member is deemed in-active or otherwise does not begin to grow their account through reputation and earnings, the smart contract can automatically revoke any delegated STEEM POWER returning it to the Sign Up Pool.

# Removing the waiting period on delegation revoking for the Sign Up Pool Smart Contract
I also propose that this were to be adopted that the waiting period for STEEM POWER to be returned to the owner be removed only for this smart contract. This would ensure the blockchain has full control over it's STEEM POWER for new users and that when revoked would return back to the pool instantly.

# Conclusion
I believe this is just a stepping stone and a throw in the right direction, hopefully it reaches some of the right people as I believe it could greatly help expand what is possible on steem!
