[SteemDown.com] - UPDATE - Account for Savings, Correct Power Down Rate, Refreshed List, Tooltips

### Updates

It's been a while since I've updated SteemDown, so some of the information on there were not accurate.

One change was accounting for the user's STEEM and Steem Dollars saving accounts when determining those balances.

Then, after the 0.16 hardfork, the power down rate decreased from 104 weeks to 13 weeks. This new figure is what SteemDown uses for those that are not powering down but show what amount they could be withdrawing if they were. For those powering down, SteemDown now uses the correct figure by looking at _vesting_withdraw_rate_, which might not be equal to the total SP / 13.

As the list of top 200 whales is not retrieved dynamically, it got out-of-date. I have created a script to update it and run periodically.

Mouse-overing some of the columns will give you some more detail in a tooltip. For example, the STEEM figure will show the regular balance and the savings balance. The Steem Power figure will give the underlying VESTS. Finally, the Withdraw Amount will show the converted STEEM that will be withdrawn.

Great tool you've built, it's nice to have a way to see this information!  I like to see so many big accounts powering down.  Means more cheap Steem available for all us small fry to gobble up!  Nom nom nom...
