The PoI (proof-of-identity) algorithm is to distribute tokens only to real people. To do so, the following mechanisms are in place:

Download identity documents such as passports. But this is a high risk for personal safety. People are now even faking passport scans for this purpose.
Check your social media account. For example, you need to link your identity to facebook / linkedin / twitter accounts. It also brings problems with fake accounts and account hacking
Phone check. Risk SIM card is cheap to buy and have the opportunity to use workarounds.
New mechanisms for more honest proof of identity include simultaneous videoconferences in which participants verify each other's identity cards at one point in time to identify a person's identity, reality.

For example, the model that the Xenon project represents will be monthly simultaneous videoconferences in which unique people are awarded with project tokens.
