The head of the us exchange and securities Commission (SEC) Jay Clayton in an interview with CNBC said that bitcoin is not a security and contrasted it with traditional money.

"Bitcoin can replace the dollar, the yen or the Euro, so we can not attribute it to the class of securities," he said.

According to Clayton, the securities include tokens, as they serve as digital assets and the us financial regulator controls this area.

"If I give you money, and you create an enterprise and give me the right to a share of the joint capital, then we are talking about securities. The SEC regulates the supply of such securities and their trading," he commented.

Earlier, Jay Clayton said that the SEC intends to toughen the fight against fraudulent ICO.
