--- Up to 30% seems to be a fairly conservative estimate. For what I can see, only Canton, Zhejiang, Jiangsu/Shanghai & perhaps Beijing are relatively trouble-free.

--- Nature showing its pro-Chinese priorities again. Always remember that Springer-Nature has quite some business interests in China. Everything they publish about China needs to be taken with a grain of salt, particularly if it's written by a 'researcher' with links to a pro-Chinese organisation.

--- Bullshit. If you have connections to a Chinese military university, you can be pretty sure that all your research is considered to have military value. The other way round, it may work, though: If your research clearly doesn't have any military or economic value (like perhaps in some linguistic fields), then the federal requirements may be lower.
