--- Sounds right. Some Chinese companies simply change contracts as they see fit (although I've heard that more about Chinese companies hiring workers for activities abroad). & the living conditions of the workers are frankly [abysmal](https://twitter.com/songpinganq/status/1595414682885668865), even if you disregard the alleged cohabitation of formerly infected & new workers.
The latter can be a real problem, though, mainly because of the CCP's propaganda about how dangerous the Wuhan virus is, testing eg. fish or rocks & disinfecting streets & air.

--- Which is a bit more probable than the company simply rewriting contracts. The cadres had to fill quotas & told potential workers whatever they wanted to hear.
