It’s link to the HP. Assuming that HP doesn’t increase, RC stays the same. 

However do take note that HP is increasing by 3% APR so the RC is also increasing at that rate.

So the amount of RC is directly proportional to the HP on the balance and nothing else can change it, correct?

In this case, RC consumption varies with the load on the blockchain, i.e. the cost of different transactions is a dynamic quantity and directly proportional to the total network load?
