Korean translation for a constant expression chapter in Go Programming Language Specification

This is for the korean translation project of Go Programming Language Specification. Even the professional Go programmer, they must read specification document. Because it helps to more deeply understand the Go language itself, and makes clear its underlying concepts.

To provide a better translation in the korean Go community, we just get started to translate this spec document which is based on Go 1.9 version.  For a readability, we provide the whole translation results on [GitBook](https://www.gitbook.com/book/gosudaweb/go-language-specification-in-korean/details). 

Enjoy to read it and Don't hesitate making an issue if you find out some typo or have a suggestion.  We are always welcome to participate in our project.
