I've seen a couple of flag wars through auto flags by bots. Check posts by `@themarkymark`. Also, there's `@steemflagrewards`. Not sure how they operate though lol

Yes, there is one called flag trail that I use, it auto flags under certain criteria for @steemflagrewards approved posts.

As for making something custom, its not too difficult to make something to auto flag whoever you wanted to. Making something that is smart would take some work though.

I don't know I am not up voting automatically except for one person and I always read all votes.

Flagging is something else as up voting.
Since you mentioned war it feels as if the one with already a lot of power will break the little ones to get them out of the way.
