Without indepth steem knowledge, I just feel this isn't going to help the newer folk unless the power voters consciously dedicate some time to 'new' posts for the (newer) members they are unlikely to be following.  Just my humble opinion, but we'll have to wait and see I guess.

My take after thinking this through this morning:
- I don't understand why we have to increase vote power.
- 40 votes per day is not a lot when voting for comments.
- I predict that we will see less votes for comments which is bad for driving engagement.
- It is also ok not to use all vote power each day; I really do not understand the fuss around not using all the vote power daily; BTW in our setup it doesn't even have to be daily, users can vote until they have 0% power and then it takes 5 (?) days to get back to 100%

- The mechanisms to distribute some of the vote power to others is not easy for the 'mass' in Steemit to distribute this.

- I also predict that we see first a lot of posts debating the fact that many users will be our of vote power, since many users are accustomed to vote with 100% to posts, the new 100% will be a lot more powerful. At first users will think: WTF my vote is worth X more. Then they start posting positive things about their increase of vote power. Than they see a drop in vote value, and maybe, maybe, maybe they then start realising their is something wrong with their vote power, but more likely they start posting a lot about what they see but don't have an answer for.

I find it Perfect every change that makes people think more what they are voting.

This is might be good but since they will drain their SP early, it would also mean that they might not be able to vote other authors. This might end on the "vote-your-friends-only" atmosphere. Of course, they have the option to lessen the percentage of their vote to increase the no. of their votes but it will also lessen the rewards. Hope I'm wrong.

I don't think we will see less votes because of the way the voting power decreases. It means that if you only vote  10 times you will vote at full power and your voting power will not decrease. However if you vote more than this then your VP is reduced at 2% (I think) of the remaining balance so an ever decreasing vote influence. 

Just as people today dont limit themselves to 40 votes per day and instead often hover around the 40-60 % voting power I think it will be similar.
