As a Steem witness, I took it upon myself to allocate most of my time for helping others. I spend a lot of time reading and trying to help new users on steemit.chat. I feel their frustration with the long delays concerning their Steemit account creation. Users are waiting for days and weeks and not getting that long-awaited activation email! Surely, there are alternate ways like [AnonSteem](https://anon.steem.network/) and [SteemConnect](https://v2.steemconnect.com/accounts/create), but many users are new to this platform and aren't necessarily savvy when it comes to using cryptos to register their account with those alternate methods. Registration remains a tedious process, I don't know why Steemit.com aren't addressing it more aggressively 🤔🙄

I just had a chat with a frustrated user who has been awaiting activation since 5 July! I relayed her message to @timcliff and told her to wait another 24 h, hopefully her account will be activated soon. Take a look at what she replied (her english is not too good):

## The Steem Signup Fund (SSF)
I'm proposing the following as a third **non-profit** option. Create a new account where witnesses, dolphins, whales or anyone can donate some STEEM to fund it. I will manage this public fund to manually create accounts for those frustrated users whenever I'm available (which is pretty much everyday). The process is anonymous, no email or personal info required. The fund can be audited anytime, it's a blockchain after all.

I'm willing to kickstart the project with a personal donation of 60 STEEM, enough to add 10 new users, at the current account creation fee: 0.2 STEEM x 30 = 6 STEEM.

## What about spammers?
Spammers rely on automation to get anything for FREE, whether it's here or elsewhere. Since this idea focuses on helping people who are actually taking the time to go to the help channel and query about their application status, it would be safe to assume they are not spammers. Although we can't always avoid them at 100%, spammers always reveal their behavior and are dealt with by the appropriate steem bots like @cheetah, @steemcleaners, etc.

## Conclusion
I'd like to hear your thoughts about this idea. Pros and cons I might have overlooked. Your feedback is welcome.
