Is it possible to be completely anonymous on steemit? Not writing any articles, just upvoting and clicking on interesting articles, can steemit or google somehow track me?

No because when you upvote it shows you as upvoting. You account is tied to that post. As for you bouncing around, since this is in googles search, I am sure they can see who visits it, There is also the question of what you ISP can see. So unless you are accessing through the Tor network or some other secure VPN, odds are someone can see.
