The Thief on the Cross, also known as the penitent thief is one of the thieves by the side of Jesus Christ at crucifixion, he was repentant because he  understood who Jesus Christ truly is but the other thief died in his sins, even when he recognized that Jesus was the son of God who came to redeem us from our sins, he chose not to repent.

Jesus spoke to the repentant thief thus in Luke 23:43;

>And Jesus said unto him, Verily I say unto thee, Today shalt thou be with me in paradise"

He response in Faith to the message of salvation earned him a place in paradise, even without baptism.

But we cannot use the situation of the thief on the cross for our own selves. You cannot say "Oh Lord, I will also go to heaven even if I do not receive baptism". Being side by side with the Saviour, that is something exceptional, just as the proverb in Spanish says, "No hay regla sin excepción."  In English, "No rule without exception."

There are always exceptions to the rule, and that thief can very well be an exception to the rule, why? Because he only met Jesus Christ already nailed to the cross.

Baptism is commanded for people after they have accepted Jesus Christ as Lord and saviour. When the Lord Jesus Christ resurrected from the dead before going up into heavens; He commanded the apostles. 

Matthew 28:19;

>Go therefore and make disciples of all nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit"

 Matthew 28:20;

> teaching them to observe all that I have commanded you; and lo, I am with you always, to the close of the age."

After baptism, you must observe all the commandments; that is the requirement for salvation after the resurrection of the Lord Jesus Christ. 
Remember the implementation of the law on baptism must be implemented after the resurrection of the Lord Jesus Christ.
