Making Decisions as a Decentralized Entity (EOS, Steem, and Other)

**Everyone is welcome to help launch EOS blockchain** (community effort per @EOSIO) but we are also reaching out to the Steemit community for more robust discussion. As we start to decide on governance, block producer requirements, voter participation, and other issues we arrive at a crossroads for efficient decision making. How does a DAC like Steem or EOS achieve consensus in the community when code itself cannot arbitrate? We are offering a suggestion to our community and the rest of Steem in hopes of receiving feedback about how to decide arbitration as a group.

**This is especially relevant right now given [the @haejin situation on Steemit](https://steemit.com/steemit/@themarkymark/the-future-of-steemit "the @haejin situation on Steemit");** those of us looking to help form the governance structure for EOS are refining the process as much as we can with the examples we have, leading up to our genesis block.

**Getting things done** is the bane of any decentralized autonomous collaborative (DAC) and proposed here is an open decision-making process, to be modified and voted on, assuming the community can arrive at a decision in the first place. 

DACs suffer from differing opinions on everything all the way down to how an acceptable solution should be classified. @Dan has said that [no solution should exist in a vacuum](https://steemit.com/eos/@dan/in-defense-of-consortium-blockchains "no solution should exist in a vacuum"); it has to be made with the tools and knowledge available **at the time of the problem** with the capacity to be modified later on. Such a stance can be ignored in the blockchain community, where romantic unknowns beckon with theoretical solutions, but sitting paralyzed in the face of future possibilities is not effective when decisions have to be made.

Therefore a suggested "2/3rds meter" helps clarify the process for black or white voting on tough decisions, where instead of arguing with each other we accept that:

1) No solution will fit all our personal criteria, therefore:
2) A solution that meets 2/3rds of our criteria should make up our minds in a "black" vote, and:
3) We allow ourselves **one** sticking point per decision that falls outside the 2/3rds meter - which if not met means the vote can be "white".

If we agree on these basic points let's move forward to the actual workflow process:


**1)** **Discussion or disagreement is started**, either as a new post or one that stems from a comment.	
**2)** **New "Focused Discussion"** is started by anyone involved, with the title including "Focused Discussion:" or "Focused Question:" and an expiration date posted 5-7 days in the future.
* Civilized conversation is initiated to determine what options should be featured in a poll and the original post is modified to reflect that discussion's choices. 
* If the original modified post receives a **number of upvotes** equal to more than 50% of the number of comments within that post the group can start an Official Poll (for example a community-modified post with 64 comments would need 33 upvotes to go to a vote). 

**3)** **A widely shared Official Poll** is started with a 3 day expiration date to declare the decision final. A decision review process could become available after 45 days, to be determined.

**This post is meta** - an attempt at starting number 1 on the proposed workflow process to decide whether it could become a 'Focused Discussion' for deciding poll options. Since this is more EOS focused, Steemit users are welcome to borrow what they wish to agree on and create their own 'Focused Discussion' and decide poll options for arbitration.

**Example using EOS:** user Khosi Morafo mentioned a Block Producer Foundation for the mainnet and Ian Grigg (@iang) disagreed in EOS BlockPros Telegram. Khosi could start a new 'Focused Discussion' thread in the [Block Pros Forum](http://forums.eosgo.io/categories/block-producer-discussion "Block Pros Forum") to encourage discourse and refine his idea. 

Poll options are decided upon and included in the original post in the thread, which receives enough upvotes to send it to a poll (if he gets 21 upvotes in 40 comments, it's approved). Official Poll is started with the agreed upon options and broadcast widely to the community, with an expiration date of Jan. 6 at 23:59 UTC (three days from today at midnight) to encourage timely voting.



**It should be noted: eventually more of this arbitration could be accomplished on EOS/Steem/blockchain but right now we're working with the best solution we have.**

EOS Go is open to suggestions from users of any decentralized ecosystem so we can all refine our model for decision making. Blockchain is a life-changing technology, both socially and computationally, and we're lucky enough to decide our own futures in this wide new world.

just my own opinion: as Dan said, I think the timing is very important when making decisions. Something should be hardwired into the governance equation to account for "the tools and knowledge available at the time of the problem with the capacity to be modified later on". Not sure how to define it better

I think the problem inherent is that you cannot remove emotion from the equation. As long as human minds and hearts are involved it is difficult, if not downright impossible, to form a consensus where 2 or more people are gathered.

I'd like to think people could set emotion aside and vote logically in the best interest of the platform, but people will vote their own self interest first.

Perhaps my opinion is skewed by the use of the Haejin example, since tempers on both sides of that issue are so enormously flared.  In a more business like connotation, perhaps this proposed voting process works. But even then, one can never underestimate the human ability to get butthurt when they don't win.

Thank you @mikepm74 - human emotions will likely always play a role in blockchain governance but part of the excitement is an opportunity for a decentralized arbitration board paid for by the blockchain - they'll be human at first, then AI further down the line.

EOS and Steem are better compared to international digital commonwealth of sorts, a group of strangers united to achieve commons goals. Perhaps one day we'll have an Olympic team of our own? It may have to be ping pong or @michaelvenompage could represent us when ultimate fighting is introduced.

We're all lucky to be a part of this revolution in human history. Go blockchain and go EOS!
