Different reasons exist for many people, for me i have been a loner all my life, I lived behind closed doors that I don't know a thing about been social and when am out of the house its like I have a circle around me that prevents me from going close to anyone. I think is a lot of cases its both. When people look in it forces the person to think about what those on the outside are seeing. For some that makes them uncomfortable, and it is easier to close the blinds than do the hard work to understand why they feel that way.

I think its part of the human condition to be curious, or at least to compare, but in a lot of societies this is seen as shameful. 

I don't agree, I love people watching. In the before time I would spend an entire afternoon in a coffee shop on a busy street just watching people go by, wondering where they are going and what they are thinking about.

Curiosity is a very odd human experience. All parties are curious.

The one inside is curious about what is outside the blinds. The one outside is curious whats inside the blinds.

Really both are looking at the same window from different angles. Wondering what another is experiencing because its not in their nature to be on the other side of those blinds, inside or out.

Now we can go 1 step further with the understanding of the double slit experiment, which essentially proves conscious or cognitive observation changes outcome.

It's funny that you posted this. I walk along waterfront sidewalks all the time. Very expensive homes. Some people leave their curtains open all day AND night. Some I have never seen open. Some are show offs. Some are are just open people... It's easy to tell the difference by what art and interior design they have on display. Most of the new people around and their newly built mega boxes are clueless and completely devoid of any appreciation or knowledge of art or style. It's so dull and such a "waste of money" in my not very humble opinion ;) The ones who never open their curtains... I think they just are not wanting to be seen.
