He's not really the villain as such. Most of the conflict in the movie came from society and how the different ponies viewed each other. He went off the deep end and caused problems but his role was comparatively minor really. It was actually nice to see the problem be one that wasn't just "villain is bad and causes problems" and for it to be one of societal problems instead. As for the imagery, it's really no big deal

I found out more about this specific character again. I knew from watching the movie that it was obvious he wasn't really the villain of the movie. It was more a case of society being the bigger issue and as a member of a society with issues, this guy also lost his shit about those same issues and created an angry mob, which contributed to the story and added some conflict and humour, but the main conflict in the movie came from the situation in Equestria in general, not this pony. 

But I now know that his voice actor is also Chang from the show Community and his my little pony character and the actions his character takes are in reference to the actor's character in Community. So it's more a joke about the actor's past than anything else.
