Negative drawing is just simply drawing with a white medium on a black paper or card. There's only one popular tool behind that which is the white charcoal pencil. The white charcoal is generally made by carbonizing wood at a low temperature and then, close to the end of the process, the temperature of the furnace is raised to around 1000°C to make the wood red hot.  *Photo source; amazon.com* To be able to make use of this pencil successfully, one needs to be skilled and must have practiced countless times. The drawing simple involves using white medium on a black or dark paper unlike normal drawing which requires dark medium on a white or bright paper.
