The truth is that pyramid schemes with such a low volume are probably not a real concern for anyone, including any sort of authorities.

As long as they are small - noone will probably care about their business model.

I would say that is a naive viewpoint as not everyone is in your shoes. There are a lot of vulnerable people on Steemit, living in Countries that are being ripped apart and looking for hope. If they found hope in Drugwars, they will be disappointed.

Some people have spent A LOT of money on it.

It is deceptive, created as a money grab, and is a cancer to our blockchain.

Drugwars is actually a great game that shares its profits with its players.  I don’t believe it fits the definition of a pyramid scheme because despite referral rewards being offered, rewards are not dependent on referring players.  Later players can come in with no purchases and they can actually benefit from earlier players.  
As someone who has played a lot of games in his life, I wish every game adopted a revenue sharing model like drug wars.  It’s great that they only keep 20% of their revenues while most games keep 100%.
