I think they may still be printed as a service. I dunno if that's a grey area or not, or if it would be skirting the purpose. But I don't think if someone chose to print them for people for a nominal fee that it would be that big of deal. Key being the profit margin, and that it's not too "profitable" and done simply as a service.
