"We have 37 whales, 238 Orcs, 1467 dolphins, we all have about 10,000 people with Steem Power." This is the problem, it is a circle and between the same people money and votes exchanges. While good blogs or articles gets zero votes others gets hundreds or thousands dollars and votes. That discourages new comers. There is no fairness and equality.
