I remember I saw a similar concept before called Vurb
https://techcrunch.com/2014/05/07/and-the-winner-of-techcrunch-disrupt-ny-2014-is-vurb/
The company has acquired by Snap like 2 years ago and I don't think they continue these days.

Yeah it seems it's a really big challenge because it should change people behaviour using the Internet. Interesting to see how they go.
