No! never clean a silver coin. Many rare coins have been ruined just by wiping off the patina. I know this is a 'round' and not a coin, but get in the habit.

Yes it is normal, all my canadian silver have milk spot appearing after 1 year. I guess there's not much me can do against the oxydation of silver. I even have a silver canadian maple in a hermetic package and it tarnish as well. It's a normal reaction of silver.
