Licenses are permission to own or do something that is otherwise illegal. Whether government has converted a right into a revocable privilege by legislative fiat, or claims the authority to grant permission to commit a crime, licenses are evidence of political abuse.

Free people should not beg for permission. Good people do not demand authority over others by threats of violence, or enforce such violations of liberty.
