ISPs just shutting off the Internet is a major concern for me too.  We really should have many open source routers or mesh networks.  Since corporations our out of the picture, I think the people will choose safe technology like Li-Fi.  Using a fast micro-transaction friendly block-chain (wonder where we can get one of those), will allow for these nodes to maximize a crypto income for providing peer-to-peer hubs so people can communicate.
