<div class="text-justify"> Located on Science Street and 4th Avenue, in front of Bolivar Square, the present building with modern characteristics was designed by architect Miguel Casas Armengol, projected by the Architectural Office of Maracaibo and built by the company Ingenieros Contratistas in 1956. </div><P/>
<div class="text-justify"> Es un edificio rectangular de siete plantas, con una fachada de líneas sencillas, remates superiores de vidrio continuo y una estructura de tejado plegado.  </div><P/>
<div class="text-justify"> At the time, it was a landmark in the urban development of the city and was built as the headquarters of the Municipal Council. </div><P/>
<div class="text-justify"> Previously on the site were the Alcazar Cinema, the Hotel Europa and the Municipal Palace. The first construction that stood on the site of the latter was built by María Mancebo Zuloaga and served as the residence of the provincial governors.  </div><P/>
<div class="text-justify"> For this reason it was popularly known as the governor's house, then it was the Casa Consitorial where the City Hall was located, later it was called Casa Miyares since the governor of that surname lived there. </div><P/>
<div class="text-justify"> It was confiscated during the Independence and the Maracaibo Pronouncement took place there on January 28, 1821. It changed its name to Municipal House until 1863 when it was expropriated by Venancio Pulgar and the courts of justice were placed there. </div><P/>
<div class="text-justify"> In 1889 it was acquired by the regional government and on July 21, 1928 the new building was inaugurated by Governor Vicencio Perez Soto and was called the Municipal Palace, the name by which many still know it despite the fact that it has disappeared and given way to the current building. </div><P/>
<div class="text-justify"> The original features of the building were altered, modifying the lower floor, where the "Luis Chacón" Museum of Graphic Arts is located, and closing a large part of the building with glass panels, maintaining the access through a staircase that leads to the interior and is distributed towards the corridors and stairs that lead to the upper levels, where the administrative offices are located. </div><P/>
<div class="text-justify"> It is a place with a high flow of people, both visitors, workers and passers-by. </div><P/>
