Basically the idea is that politics, over time, progresses towards  the left of things. Essentially creeping closer to anarcho-marxism through capitalism. Capitalism spawns the marketplace of ideas and thus the marketplace of ideas will seek forms of governance that is most optimal. When citizens aren't being adequately cared for (as a purely captilalist system would have) then the overall system of governance is not optimal. This drives a demand for marxism that rests on a spectrum of demands from anarcho-communism to stalin-communism. With the key difference between the polar ends of the spectrum being people need to be forced to realize what is most optmal and people need to naturally discover what is optimal.

To achieve marxism, you need both of these to win over capitalists. Anarcho-communists look absurd to the normal group of people. Almost unnacceptble. However, when Stalin-Commies enter the scene, suddenly these radicals need to be taken care of and anarcho-marxists seem reasonable. Thus we start the scale between where policy and popularity begins. You push hard one way, then let the world of politics bounce back. So when we see the Alt Right Trump hiccup, it is a sign that the next leader will be the bounce back and push us closer to being better.
