NAP problem

I heard a lot about NAP and free to do as you please; in principal sounds the way to go, just one problem some how authoritarian people tend to keep poping and start system from free groups, I think people always fall for the easy solution of some one else take responsibility or maybe is cause a big way can bully a group and a group of bully can control a city.
I was thinking of a group of people like in the amazon or  Africa were they are alone and see how easy they get by, is obvious that NAP works and is a natural way, but in the same groups other groups can show up and slave them, or with some other way of scare them and controlling knowledge. 
So how to make a place to follow and protect NAP with out making a government that takes all?.....
