[it] Chrome os 88 添加性能监控

以前一般都是用一些扩展如[Cog - System Info Viewer]( https://chrome.google.com/webstore/detail/cog-system-info-viewer/difcjdggkffcfgcfconafogflmmaadco?hl=en) 来监控chromebook。
现在好了,Chrome os 88 添加了性能监控，开启非常简单，只需在chrome flags开启Diagnostics app重启即可。
在地址栏输入chrome://flags, 搜索Diagnostics app并Enabled。

重启机器就可以在app目录找到Diagnostics app。
