It's like a painter who paints a scene.  The scene is set in a particular motif.  After a while, there's no way to introduce new elements because it would ruin the motif.  So the painter continues to work on the scene, but imagines other views in his mind.

He thinks, "I could put a sky scraper here, but it wouldn't fit in this jungle I'm currently painting."

All the while, he's learning about techniques to paint other things and feels confined in the current project.  When he finally finishes the painting, he bursts out in creativity on the next project (the second system).

Brooks is describing how this second system can introduce dangers.  I don't know all of the history behind Dan Larimer's body of work, but I imagine perhaps Protoshares was the first system.  Bitshares was the dreaded second system.  It may have suffered from the [Second System Effect](https://en.wikipedia.org/wiki/Second-system_effect) that Fred Brooks describes.
