Absolut verhindern kann es solche Taten nicht, aber zumindest erschweren. 

Wer sich Waffen vom "Schwarzmarkt" besorgen will, kann dabei erwischt werden. Einfacher zu bekommen Waffen sind richten ggf. ein klein bisschen weniger Schaden an.

Wie du aber zurecht schreibst, ist Bekämpfung der Ursachen (z.B. durch Prävention) wohl deutlich effektiver. Das ist aber leider auch nicht einfach.
