I cant find anything anywhere.  Where can I read about the current rules?

it is as described in the original announcement, but with the minimum time changed to 30 minutes. Which totally breaks it. you can read my other posts to see why

I think they changed something else too, because the steemd.com/tools limits the numbers to 1,500,000 or 2,000,000.  I havent been able to generate ANY liquidity and move up the list since they change things.

That is a side effect of the 30 minute requirement, which is 10x to 100x too long and allows competitive market makers to clear out the other's orders before it reaches 30 minutes and make it so they dont get any points.

And abit has made dozens of accounts, who just need to get 1 or 2 selftrades to earn enough points that they will win an hourly reward. He then makes sure nobody else can get any points and every hour one of his many accounts gets the 1200 STEEM.

abit is a genius, too bad he is spiteful and not a team player
