You cannot correct anyhting without stake size.
The whales, have _zero_ incentive to change anything.
Without stake size you can do nothing (if you thin 'they' do not control the controlling stake, you are naive).

Nothing will change - DPoS guarantee's it.


DPOS governace will always mean the same dynamics play out - where stake size can make dictator.
