Sorry, I should have defined it. DPOS is Delegated Proof of Stake. There aren't miners in the same way that there are with Proof of Work crypto-currencies. It's one of the reasons that STEEM is so fast and that there are no transfer fees on Steemit. Most DPOS cryptos have low transfer fees and it's possible for regular users to become Witnesses or Delegates, though it may take a significant investment of time and a good Stake (holding) of the crypto.
