Blockchain-based?

I'm confused. How Steem is "blockchain-based", if the content is not on a blockchain? It looks like a pretty standard Digg-like project to me. Someone is just trying to fuel yet another Web 2.0 project with the blockchain hype.

UPD: ok, I was wrong, it seems everything is on a blockchain here.
