What is the purpose of training on a speed bag

Hello,

I am a novice boxer. I've been training off and on for years, but never had a lot of formal instruction. One thing I was never taught was how to use the speed bag like pictured above. I have done it before and understand the basic rhythm of it, but never reached any level of mastery. Anyway, I was wondering what the general purpose of the speed bag is. It isn't the full range of a punch, so i figure it can't be very effective for overall speed. Am I wrong? I also thought maybe it strengthens shoulders. It wears mine out, that's for sure. 

Any insight is appreciated.
