At this point I believe exchanges that are tending towards the BCH side are resisting towards SegWit. Notice how Coinbase, which recently added BCH, is resistant towards Segwit. Bitpay, which was a supporter of the 2X fork _and_ is planning to add BCH, is resistant towards Segwit. Meanwhile, exchanges like Bitstamp who are heavily invested in the original Bitcoin add Segwit almost instantly (Bitstamp added _months ago_).
