Some Questions I Have About Steemit [Advanced]

Today is my 4th day on the steemit, platform and I've learned a lot so far. But I have a few questions to ask, hopefully some of you can help...

# #1 : What is delegated STEEM power?

I've heard this before, really curious as to what exactly it is.

# #3 : How much up voting should I do everyday?
I've been spending a lot of time on Steemit recently since I started here, and I'm wondering how much should I be up voting. There are a lot of great articles that I wish to up vote but I feel like after a certain amount, it'll be too much.
Does it punish an account for up voting too much, and is the punishment permanent?

I know some people use these on their accounts, and I heard mixed opinions about them. Are they good or bad in your opinion? and what are the major benefits?

Me and my girlfriend both have steemit accounts and we are pretty active on here, but some of our posts just seem to get no attention even though they are quality and took a lot of effort. So we are wondering if it was the time of day that we posted those articles that might've effected it.

1. It allows users to let others use their Steem Power, without actually giving it to them to keep.
2. There are third party applications that allow you to automatically vote on whatever a specific user votes on.
3. Up to 40 times within 24 hours. After that, your votes count less and it takes longer to recharge.
4. It allows users to automatically vote on things without having to read them or click on the upvoted button.
5. Not sure.
6. They are users with a lot of Steem Power. You can see who they are here: http://www.steemwhales.com.
