This program is a user interface for Subversion, which developers use for version management. It is almost indispensable if people work on a project with different people. 

TortoiseSVN integrates itself as a shell extension in Windows and can be used independently or in combination with an ide.

PS: the short description is misleading as TortoiseSVN is **only** subversion control access and works with not other version control protocol.
