Silifke'de ve çevresinde Milattan Önce 6000'li yıllardan beri yerleşim olduğu bilinse de, ilk yaşayan insanların kim olduğu net bilinmemektedir. Yöreyle ilgili bilgiler ilk olarak Milattan Önce 3000'li yıllarda yaşayan Luvilere aittir. Anadolu Medeniyeti olan Luviler, Hittitler gibi yazı kullanmışlardır. Luvilerin devleti güçlü olmadığı için Milattan Önce 1750 senesinde Silifke'yle birlikte bütün topraklarını Arzavalara kaptırmışlardır. Burada 1000 sene yaşayan Arzavalılar, Milattan Önce 750 senesinde Frigya tarafından yok edilmişlerdir. Bu tarihten itibaren Silifke ve yöresi Kızvanta Krallığının hakimiyetine girmiştir. Milattan Önce 4. Asırda, İyonların koloniler kurmaları, Asurluların Bölgeye hakimiyetini engellemiştir.
