There is a boat full of people but not a single person on board. Small SBD prize if you can explain why.

You walk into town and there is commotion in the square. After some time you realise everyone is eagerly awaiting a boat full of people to arrive. You look across the harbour and see not one single person on board. How is that possible?

There is a grand prize of 0.003 SBD for the winner and two 0.001 SBD runner up prizes.

The winner is the first correct answer. After 7 days the runners up will be randomly selected. I will use a random number generator and assign numbers to all correct answers and the two chosen will win (It's a small prize but mainly just for fun.) After 7 days I post an answer/identify the correct answer and pay out the rewards.
