The idea of Net Neutrality and the "Net Neutrality" regulation are two different things.  

The American executive branch is repealing the regulation that was put in. I don't think the regs are working in practice.

Trying to legislate "Neutrality" of data is trying to solve a symptom of government granted monopoly. It won't work, and will still be subject to special interest capture.  

Repeal creates  a market incentive for "neutral" internet, from unbiased data providers. As capitalists, it is up to us to purchase internet access from gate keepers who pledge neutrality of data. Market incentives are more powerful than regulation.

I agree on principle, but would counter that the government has an obligation to step in to protect the rights and interests of the american people should no gatekeeper step forward.  Given that Comcast has already jumped at the chance to reneg on all of their net neutrality promises, and other cable providers are following suit, someone or something needs to play the disruptor.

Presently, I don't see that happening. I would love to see competition weed out the bad apples, but the cynic in me says they're too entrenched to allow competition to flourish.
