Proposal - Development of SPS polls

A combined project between @peakmonsters and @peak.open and some UI work by @peakd

**THE REQUEST**
The request is for $5000 in funds to cover the development that has already been done and the work that will continue by all 3 of these projects. Any token the community is happy with is fine for us. (We are informed that HBD may be the best token right now and that's fine with us)

**AT IT'S CORE**
The ability to run polls specifically for the Splinterlands community based on number of voters and now recently based on staked SPS. 

**3 PROJECTS**
We will be re-imbursing the @peak.open team for their work on the backend which will allow that team to have funds to do more projects... like additions to the polls project and work other projects (which often benefit Splinterlands) ... this will be the bulk of the funds.

Part will go to @peakmonsters to build UI features into peakmonsters.com focused on making the voting experience better for Splinterlands players. In particular we have some ideas on how to make the Splinterlands proposal page much better and incorporate splinterlands specific polls and ability to vote on PeakMonsters.com instead of having to go to peakd.com.

A small part will go to @peakd as there has been and will continue to be some UI to further support Splinterlands polls... this may actually prove to be good PR/marketing for Splinterlands. 

**HISTORY**
We have talked with @yabapmatt and @clayboyn this year and part of last about the possibility to do this project and the benefits it could provide the Splinterlands community and were encouraged to pursue this project and when we had a window for the main @peak.open developer we went for it... 

**HOW IT CAN BE USED**
- You can do votes by USER and you can do SPS stake weighted voting.
- You can choose the time limit
- You can allow users to choose multiple options
- You can hide votes until they have voted.



**USAGE**
- Already we have seen the Splinterlands company and the DAO manager and many community members polling the community. 
- We believe with more UI on PeakMonsters.com and PeakD.com this level of interaction can go up.
- We would also be happy to help Splinterlands.com integrate the polling system rather easily into their website. 

Not officially part of the proposal but there are lots of potential for what polls can do for Splinterlands Company, DAO and Community. Polls is a much more robust system that can handle lots of types of votes. We have learned to live with yes/no 2 week approach however there are lots of fun possibilities for polls. 


**IF NOT FUNDED**
The reality is SPS staked Polls are done and it's not going away. 

However the funds would be a big win for these teams specially @peak.open team. 
It would also mean work toward any upkeep in the future and will certainly be remembered when the community or Splinterlands Community or employees request adaptions to the poll system and proposals. In short we would be very happy and it will lead to @peak.open team able to do more things for the Hive Community specially since our funding is low with only 1 of 2 DHF proposals funded. 

But SPS staked polls are here to stay regardless of if you vote for this proposal. There are some additions we'll add but the bulk of this proposal is Reimbursement for a project already released.

I've reviewed the treasury and I've asked that they request for payment in HBD once the conversion is completed. We have enough ETH and stables for our currently outstanding proposals, but if the price of ETH tanks it could be problematic. Hopefully Uptober is coming next month.

The polls are awesome and of course you have my support on this. I'd love to see the pools integrated into peakmonsters in some way to help draw attention to them. I may ask the team about implementing a proposal category for "polling" where I can share these polls in game to direct people to the peakd post. I need to think on this idea a bit more and figure out what the best approach is.
