I think the moment you see someone is about to pull his knife, you should take action. You can stop him right there. Once he pulls his knife, you can hold his hand keeping the distance and make sure that he cannot stab you.

Then you can strike him and take this knife away. As long as he has the knife, he can attack you any time. If the attacker gets injured and hurt pretty bad, that's a different case. 

If you are good at observation, you can detect the threat pretty fast and make your move to defend that. If you see the guy reaching out to his pocket, seeing his body language, you can understand that he is going to draw his weapon.
