He is actually talking about us, our inner work. The real change comes when we go within and do the work of inner transformation. To really and truly examine ourselves openly, honestly with all our vulnerabilities and to purge out any resemblance of selfishness, depravity or insecurity. We can't in no form create lasting change by teaching precept alone, but by embodying the precepts.
