[공지] URL 중심의 스팀코인판 운영 방침

* 현재 스팀 엔진 기반 tribe가 약 20 개 이상 운영되고 있습니다.

* 다양한 목표와 고유 토큰 모델로 운영되는 tribe는 스팀 커뮤니티 구성원에게 SMT 이후의 스팀 생태계 변화를 미리 체험할 수 있는 기회를 제공하고 있습니다.

* 하지만, tribe 증가로 인해 다양한 부작용도 발생하고 있는 것이 사실입니다. 특히, 포스팅 내용과 어울리지 않는 무분별한 tribe 보상 태그 사용은 각 tribe의 정체성을 모호하게 만들며, 스팀 커뮤니티 혼란을 야기하는 원인이 되고 있습니다.

* 이런 상황이 지속된다면 `SCT` 태그 사용 남발, 스팀 코인판 커뮤니티 정체성 논란은 언제든지 발생할 수 있으며, 이에 대한 적대적 행동도 발생할 가능성도 높습니다. 

* 최근 @sct.voter 활용과 관련해 발생한 다운보팅 논란을 통해, 스팀 엔진과 SMT 기반 커뮤니티 활동에 있어 콘텐츠 논란은 언제든지 제기될 수 있으며, tribe가 정체성을 확보하려면 tribe 간 종속성을 줄여야 한다는 사실을 확인할 수 있었습니다.

* 따라서, 스팀 코인판 커뮤니티 성격에 적합한 콘텐츠를 모아 저희만의 정체성을 확립해 나가는 것이 장기적인 스팀 코인판 발전에 도움이 될 것이라 생각합니다.

* 스팀 코인판은 이를 위한 사전 조치로 URL 기반의 보상 방식을 도입하고자 합니다. 이 방식이 도입되면 스팀 코인판 니트로스에서 작성한 포스팅만 `SCT` 보상을 받을 수 있습니다.

* URL 중심의 운영 정책 시행에 있어 기술적인 문제는 없는 것으로 확인되었습니다.

* 정책 시행일: 스팀 코인판 커뮤니티 구성원 의견을 종합하여, 10월 1일 또는 10월 중순 경에 스팀 코인판 시스템을 URL 기반 보상 방식으로 전환할 예정입니다.

@sct, Your point is right. When there are so many **Tribes** then there is a possibility of lack of information pursued by **Steemains** and it may cause confusion inturn leads to wrong postings. And this issue now taking ugly face because this confusion and free downvoting pushing the **Flag Wars**.
