Feature Proposal - Add Ability to Re-delegate Steem Power

<p>Steem Power is a <em>special resource</em> with <em>unique properties</em> and can be used in <em>many different ways</em>, some of which are yet to be discovered.<br>
I propose to give this resouce some new <em>valuable options</em> and expand its use <em>even wider</em>.</p>
<p>One such use case I envision is Steem Power pooling for special projects/purposes.&nbsp;</p>
<p><strong>Proposal</strong></p>
<p>Make Steem Power re-delegatable. Users should be able to re-delegate SP delegated to them.&nbsp;</p>
<p>This feature requires, making it possible to delegate SP for a chosen period (week, month, whatever) , with no possibility of early recall.&nbsp;</p>
<p>This SP can be re-delegated at will, as no risk of early recall exists.</p>
<p>When delegating SP, delegator will have an option to choose source of SP to delegate.&nbsp;</p>
<p>He or she can delegate own or delegated SP. &nbsp;</p>
<p>Delegations with<em> expiration date </em>and <em>disabled early recall</em> will be eligible choices for redelegation.</p>
<p><br></p>
<p>Adding optional fixed length to a delegation gives SP new valuable format,<br>
and adding ability to redelegate makes it into a <em>very special</em> kind of resource, <em>unlike any existing tokens</em>.<br>
